Black Market Failure

In the Black Market section of the Availability chapter if a character fails their streetwise check for a black market item and the result is an investigation then the character's ship is subject to being investigated. Due to the concept of Extra Territoriality no starport a/bove type D is going to allow this. The locals will have to convince the starport director that the characters are a threat to the Imperium or storm the port to access the character's ship.

In the Third Imperium, and in theory, you are right. However, I would suggest a) not all Traveller campaigns are set in the 3I and b), more to the point, not all governments will act the same way - it is entirely possible some will be a little more heavy handed than others, and who is going to come down on the legal side of a bunch of Travellers on a poxy trader?

Referee caveat will apply here, as always. But players should not simply assume they are safe from the Law...
