If you spend XP points on a refit or other duties, are the ships available for the next campaign turn or must they miss out a turn as they do if they are sent off for complete repairs?

when recruiting new ships crew, do the 8 crew per RR point have to go on the one ship, or can the crew be split across multiple ships?

Ships getting refits and other duties are available next turn.

You can spread the crew among ships.

With the Refit
Long Range Targeting Systems: Choose one weapon system. It has its range extended by 50%. However, when using this extra range, halve the number of AD used (rounding down).

does this give you an either-or weapon, or is the weapon ONLY allowed to fire at the longer range and must take a halving of AD?

When it is at normal range, it fires normally. It only has reduced AD at long range.
