In Road of the kings it is said that Zingaran people are profient with rapier but I don't find its feature anywhere

It should be the arming sword, as per the core rulebook.
I think the problem is that Vincent adapted much of this stuff from his prior d20 adaptation of the Hyborian world (wherein there were rapiers), and smaller details like that didn't get caught.
The editor of The Road of Kings is also the guy who did the core book and The Scrolls of Skelos, and he's not at Mongoose any more.

I don't think it will slow them down at all - and the new editorial procedures in place are going to most likely improve the quality of the books.
