A number of posts have mentioned who should, or should not get ships from other fleets: My thoughts:

ISA - get them already!
Centauri - doesn't really fit, too arrogant
EA - too xenophoibic?
Narn - Raiders (deniable pawns)
Drakh - Centauri (minions)
League - each Other / Raiders
Minbari - doesn't fit, too arrogant
Shadows - minions - EA, Raiders, Maybe Centauri / Drakh

Most of the races could ally with most of the others if the situation called for it, but most of them distrust each other too much for permanent alliances before the ISA came along.

Both the Shadows and Vorlons manipulate other races but when do we see them actively fighting alongside their minions? Never that I can remember. Only the Drakh are seen to use Centauri ships to further their chaotic agenda, not to fill holes in their fleet line-up...

good point. We don't see the two side by side (it'd ruin the whole idea after all!)

Incidentally, I reckon most fleets should have Raiders as an allies option. Anyone can hire mercs, after all, and we know most every race has funded Raider groups to annoy their rivals at some time or another.
