ACTA - "stand down and prepair to be boarded" SA

In the SA "stand down and prepair to be boarded" it states that all the the "SHIPS" in the action must have a total starting damage greater than the crippled ships starting damage. The way I interpret this is that 1 of your ships tries the SA while several ships are within 10 inches of the crippled one. Is this how it works?
