More I think about it, the more I think I'd personally prefer a B5:ACTA/Noble Armada style campaign system, which lacks a strategic map beyond a laundry list of strategic targets (any of which can be targeted by anyone).
A map based game has to worry about being balanced in some form (be it scenario-wise or for competitive purposes). If one player starts in a richer area compared to the other player(s), it could cause problems (or cause him to get dog-piled). Maybe I'm just over thinking this.
That said, I have been toying with the idea of combining the B5/NA campaign system with a very basic map, say a mega-hex's worth. With each Hex containing a handful of strategic targets each (2-5) and fleets can transit one hex per turn (and strike a target in that hex).
Something like this. Though you could expand it for more players (3 players might fit in this, starting in opposite corners).
