ACTA rerolling stealth with XP?

I'm trying to find my opponent's stealthy ships. I make the roll. Can he burn XP to make me reroll?

Yep. Just like you can reroll if you miss the stealth.

Minbari are hard enough as it is, but this breaks them in campaigns.

Not as much as you might think, I've played several Early EA vs Minbari campaigns with 2e and they've been far less one-sided than you might expect (far less than 1e for that matter) even when the Minbari rack up large numbers of XP. Mainly because you can drop down a stealth score further than before (knock down a Sharlin to stealth 1+ or 2+ and even rerolls won't save it). The usual anti-Minbari tactics still apply (keep the PL as low as you can and don't be afraid to forfeit or disengage from battles you can't win).
