New fleets of the fading suns allow a royal house fleet to use 1 captured royal ship per 1000pts, or part of.

Am I right in thinking that it applies even if you haven't previosly captured it in a campaign, ie when making any fleet list you can pick (a limited number of) ships from the other royal houses?

Also, if you use pick a carrier in this way, does it get the standard figters of your house, or, those of the house that the ship came from originally?

Yes you are free to use captured ships as per the limits on creating a fleet at the beginning of a campaign

The carrier would be equipped with the fighters from your fleet list and not that of the house it belonged to before it was captured.
