[ACTA] Escorting a Victory after it's Lightning Cannon fires

OFFICIAL Mongoose answers only please.

If a Nolo'Tar (or other ship with the Escort trait) is close enough to a
Victory, can it still give it's AF dice to the Victory during the turn that
the Victory is not allowed to take any actions after having fired it's
Lightning Cannon.

I ask, because technically the Victory would not be taking any action.
