About magic and Scholars

Hi all!
I'm new to the Conan RPG and I have two questions.

1. The prerequisites for spells is often something with "Magic Attack Bonus X". Is the "Magic Attack Bonus" in this case for the prerequisit the BASE magic Attack bonus or is it the total sum with the CHA modifier included?

My player took Summonings and Hypnotism as his two first Sorcery Styles, and couldn't choose a single spell when he reached level three, because the Scholars Base Magic Attack is only 1 at level 3.

2. How is magic treated in the Hyborian Age. Can he cast magic openly on the streets? What is your toughts on this?

1. Its base I'm afraid.

2 It depends on who you are, where you are and what you are doing. If you are a priest of a local diety casting cult approved magic, you're fine. If you are secular and using necromancy, expect chaos. If you are in Stygia, expect far more tolerance than in Nemedia.
 
And really, thats only in places where organized religion has a strong presense. Most places, the people are gonna try to burn you at the stake.

All in all, magic is something you shouldnt really be doing out in public much.
 
Part of the mystique of a sorcerer is what they could potentially do, that is what the common folk fear. If sorcerers cast spells in public all the time, the locals would get used to it and eventually not be very impressed or afraid. Prestidigitation is one that I could see a sorcerer casting in public, in order to wow some onlookers.
