A Quick Question on Kaefer NPCs

So the Kaefers have finally arrived in all their glory in the French Arm adventures

Now on Page 79 it lists the jumps in combat experience when the when the "danger" kicks in - Green combatant to Veteran, and Veteran to Elite for officers.

But in the 2300AD rule book the Quick NPC Combatants are: Green / Average / Experienced / Elite

So my question is: where does Veteran fit in?
A typo? A new level? Or have I just missed something blindingly obvious??

Experienced = Veteran. Kaefers go from Green to Experienced, skipping over the Average category.
