Comments...

1) You can choose your priority level before any game, so there's no need to play it as PL2 (which is probably the most difficult PL to use). Generally, you should probably choose PL1.

2) Upgrading your Guard squads to have extended jump could REALLY help out. 18" jumps around the table will ensure that you are more mobile than your enemy.

3) I'm not sure how your Militia are going to screen your guards. You want your guards to stay mobile, and your militia can't keep up. Probably better to use them as a Soldier screening unit.

4) I think your basic strategy won't work. You'll do a lot better by utilizing your mobility and staying packed together. Remember that your mobility is costing you points, but it's not going to kill anything. You need to bear down on enemies with everything and destroy one flank at a time. Your army is fast enough to cross the whole table easily over the course of the game. Stay spread enough to not be a juicy nuke target, but close enough that you can focus on a single target.

Otherwise it looks pretty good. It's a lot different from the elite Skinnie lists I like to take, but it's still going to be effective.

Alright, fixed the PL, and killed off the tactics part. Also, I am considering dropping 10 militia and getting Extended Jump. In short, rush the enemy, stay spread out, but not too spread out, and use my speed as much as I can.
