Rules may not prohibit it but I personally wouldn't include two and would very strongly frown on anyone using more than two of the obviously same personality. OTOH if your opponent is OK with it then I don't see a problem with having even more Dredds than one, but that's another story actually...
Of the "exotic Judges", anything outside of the European - Japanese axis would be nice, really. Voted for PanAfrican since I recall their look from the comics best, but Cino and Indo would be equally good.
Was a basic full compliment of Brit-Cit Judges promised already? If not, I'd prefer Mongoose start with completing the set of the 3 "uniform plods" and the Detective Judge with some other specialists: roughly the same spread as in the MC-1 Justice Department, with the Riot guys maybe replaced by...

It is the usual practice these days to mark an US non-indie flick a bomb if it doesn't do suitably well in the US movie theatre circuit. In fact if it doesn't make megabugs (at the very least relative to the production cost) on the opening weekend it is considered "likely to bomb" and sadly...
I should think you can normally expect the company running the KS project to announce which minis (from none to all) are to be exclusive to those pledging.
