Got a question,Cals retinue special rule says you must arrest,but I thought normal judges didnt have a say,as they have to try and arret,minus illegals etc?

Quick question,say im building a justice department team from scratch (the usual 500 creds etc) can I deliberately leave myself enough credits short,that when I start playing,I can buy a heavy weapons judge (and if im lucky with the creds afterwards,keep him)?
