I agree. I don't think that "it" will be built in that region, but it offers plenty of opportunities for an adventure, e.g.
1. Open Portal to a world that Naar has control of (like the rift in Way of the Tiger)
2. Previously destroyed city of the ancients, hiding some super treasure / monster...
Things wrong with COD:
1. Missing equipment - But this isn't really a problem if you're playing through the books, because you can sort of assume a meal and some laumspur are available.
2. Missing "here is some gold". - But not a big deal - I've just repulsed the bandits at the watchtower...
I would have thought that you have the basic rules of playing a miniatures game ACTA style available, but if you wanted to add your own ships, weapons, etc then you make up your own (or more likely borrow someone else's). Tournaments / Clubs will have a pre-agreement about the rule sets that...
