Classic Traveller: Trillion Credit Squadron has a big part of the book devoted to how much money each world can generate for a naval fleet. Exactly how the fleets/squadrons are organized is really up to you.

Follow-up to that issue. What is Mongoose's position on the possible revocation of the original OGL document that other OGLs are based on? Would current Mongoose OGL's be at risk (such as the Traveller OGL or the Legend OGL)?
I like to let the players roll the dice First, then pick which skill table to select their skill from. This makes it semi-random, but gives them control too.
For characteristics, I have always used "roll first, then assign" so they get the type of character they want, but still random-ish.
I love these books, but I am a bit disappointed there was not a New race in any of these three books; just updating (and expanding!) the info on the old races. :(
The Iron Gate strategy is described in the Solomani Front book. Basically, an Iron Curtain type of strategy that is severely underfunded. It was also described in previously Solomani books.
The rules under skill or characteristic checks say the if there is no target number/difficulty listed, you assume 8+ as the target. So since no target was listed in the rule, you should use the 8+ target. :)

There is also a category of "super-Earths" that are basically tiny Gas Giants - more atmosphere than planet, but only a couple earth radii. That same sized world, located closer to the star, is a terrestrial Super-Earth. Tough to do Transitional worlds like that though... :)
