I think that many of the demographic numbers in The Road of Kings are not very well thought out. The preciseness of the figures used in the book just make this more annoying.
I think the flavor of the book is excellent, but for real numbers I think you just have to use a little common sense...

I think you will find that most of the demographics in the published Conan stuff don't make any sense. It is an aspect of the game you really have to work on yourself if those numbers end up important for you.
I've been spending some time on other games lately, and it has only re-enforced my dissappointment with the Mongoose maps in general. I was looking through my Marienburg supplement for Warhammer Fantasy Roleplay, and wow wow is that a great map. The difference is night and day.
I think a lot of the problem is caused by the d20 system itself. NPCs are not easy to come up with on the fly under the d20 rules, so many GMs like to have pages devoted to typical statlines for a variety of NPCs.
