Good point, the vehicle handbook does not publish cost for refueling. My homebrew rules, which seems to work for me, are TL 3 or 4 - steam power so using wood, biomass or coal - cost to refuel vehicle is 30cr/shipping tonne TL 5 to 7 - internal combustion so using petrochemicals...
