It definately uses the Navy rank system - 'as of 0630 hrs tomorrow morning, Lieutenant JG David Corwyn is promoted to Full Lieutenant' -Kat the barkeeper, Exogenesis. EarthForce admirals are mentioned in '...and the Sky Full of Stars' and 'Signs & Portents'.
