The place where it says it is on page 70 of High Guard is just pointing out the system of advantages and disadvantages. The Low Emission Drives in Flash point expands on the advantages listed in High Guard.

Don't know if this will be of interest to anyone but I went through every book that I have (should be all of the ones printed to date) for 2e and created a list of every ship system listed in the books.

I use Fantasy Grounds.

Just a real quick question. Were you going to add Internal Aquatic Environment, Internal Deepwater Environment and Aquatic Living Space to the spreadsheet. They are from Solomani Front source book page 129?
