    I'm not sure how the rules could NOT allow for it. I mean, if you can refit a ship with extra fuel (maybe converting the cargo hold), then what's to stop you from jumping anywhere you want? I think I see your point though. I'm hoping that there are some rules for creating and modifying ships...
