Sorry but I find it a little bit arrogant to say "just take another fleet selection". This will only work if both players decide ( and are able regarding their fleet list ) to use the breakdown and get more small ships.
In IMHO this does not sound like fun. If i play the "wrong" fleet...

Maybe they aren't designed to lose ( or be loose :wink: ) but - as you mentioned - they are designed to have only few options at low level games which will result in no real option for using the breakdown which will result in other problems.
