I strongly disagree. A universe with no-win situations is very fun.
The Ref should adjudicate the world in a manner that maintains the verisimilitude of the universe. A consistent universe is better than a universe that always has a trap door for the characters.

I've got a group of Travellers about to take on "Islands in the Rift". However, none of them have Astrogation as a skill.
Can they buy a computer program to do Astrogation for them?

I was a huge ACTA:B5 fan. So those Scout rules don't seem unfamiliar to me.
Have also been an SFB fan for 25 years. Would be curious to see how lent ECM/ECCM would be reflected in a fast paced game like ACTA...
It's an interesting flip, having the Federation be the ones to maneuver with subtlety while the Klingons can be much more direct. Totally the opposite of SFB.

I agree that the Federation in the second battle was 'positionally deficient' after the APTE order. He dashed forward rather than try to isolate the closer half of your fleet.
It's a tough tactical puzzle for the Feds. You don't want to get in too close too fast due to maneuver inferiority. But...
I was his opponent in the first battle.
And I was completely unprepared for how maneuverable agile cruisers are! It's hard to photon an enemy that refuses to stay in your forward arc.

You are diverting crew from their normal duty stations to damage control stations, closing bulkheads, and generally battening the hatches.
Thus you have fewer people manning the weapons/engines/etc. while this is being done - impairing their normal operation.
