There is no key - but you're correct that the most likely interpretation of the letters on the SMC maps is the various Sword Worlds fleets - Gram, Narsil, etc, etc.
In the FFW boardgame only the Joyeuse and Gram Fleets appear. At maximum strength they jointly control 6 BatRons, 7 CruRons, 2...
And to note that SMC of course includes maps showing the locations of fleets up to and including the armistice. 213 Fleet is still in Lunion or thereabouts as at the end of the war, according to that source.
And FFW boardgame does not specify where the various fleets and squadrons in the countermix have to be located. That is entirely (well, almost entirely) up to the player.

The original Classic Traveller 'Spinward Marches Campaign', however, has this to say about actual wartime ops in Lunion and vicinity - so make of the different fleets involved what you will.
This was the laydown published in MegaTrav 'Rebellion Sourcebook'. There are a few furfies (it wouldn't be MegaTrav without some errata!), but Lunion is garrisoned by 43rd Fleet.

For me it all comes down to making the ships match your design architecture, and your ship combat system. As Mongoose has made changes to both of these from Classic Trav, it only makes sense to recraft the standard ship designs in High Guard to fit.

Completely with JL Brown. Ditch the historical eras crutch. Introduce clear technological breakthroughs as markers of change in TL. So, for example, development of nuclear fission. Or, development of antigrav modules.
