The map has given me and my players lots of enjoyment! We've all engaged in the practice of picking a spot on the map, looking at the data and then imagining having an adventure there.
I looked over High Guard and that was good advice. I don't have POD. Any chance you remember where in POD are the rules for space components in buildings? I might go and buy it.

Good point! If I kept the arcologies flat they would be like the Walled City of Kowloon, but if I built up it would be less dense. JTAS 15 has an article by Ben King called "Under the Domes" that shows how a domed city on Ralhe operates.

I am a big fan of the Gravitics Chapter in Starship Operator's Manual. It gives great flavor and Sci-Fi explanations to the underlying technology that lets characters become Travellers. Gravitics, and the explanation of warp puts other planets into the imaginary grasp of your players.
The letter to Eloise says a lot. Now I see some of the motivation for Teodora to take these risks on a planet with mysteriously murdered men, crashed ships and shotgun toting locals. Chasing those credits on a badlands planet for a retirement on a bucolic one.
The local loan idea seems like a good side quest for a group of Travellers who didn't bring enough of the physical credits with them and need to pay for something, like a needed surgery or a repair to their ship. They can't wait for the financial data to arrive so the "local personal loan" comes...
