I think sourcebooks, or better yet multi-book Kickstarter projects, for the Rebellion and the New Era would be great. Like Great Rift and Deepnight, you could do a base box set for each era with additional books for stretchgoals.

Looking at the large poster map in the 2300AD box set, I don't see a legend defining what the colors and other iconograghy mean. I couldn't find anything inside Book 2 or online. Can someone explain?

The range is still an absolute value of 16 either way. Just rolling 2d6 +/- your modifiers is quicker/simpler than calculating effect.
