I'm not entirely sure what you mean here... In the main part the book is a scenario and sourcebook for the picts. There are some details for Pict Shamen but that is all the magical content that I remember seeing in it without going back to check.

Well noone has said that Across the Thunder River won't have an adventure included as yet, just that its primarily a sourcebook. Its got quite a nice page count to it though, so its possible it could be both.

Only really on an NPC level... The borderer content looks to be mainly lifestyle descriptions and their interractions with the Picts. I think the kind of thing people were looking for here were prestige classes, perhaps feats and the like...Will have to wait for the borderer book for that.
