Yes, to be fair I think as long as all your ships look uniform it doesn't matter so much.
I also use a darker sea colour for RN / KM to represent the North Atlantic. for IJN/US I'd use a lighter sea blue.
I should add it also depends what scale you are painting as size effects perceived...

For basic ships and colourings I'd use a grey with a blue tinge to it, like Blue Grey Pale, and Deck Tan for the Deck.
Have a look at INFINITY. It has a really good AP system that's a bit more flexible, and the units are always on overwatch which makes for more firing opportunities.

Burger I think you're forgetting that one of the possible field allowances is (U) "Unlimited".
Clearly FAs aren't in the spirit of ACTA, but I would say gaming the system by creating an unrealistic fleet of say 20 dag'kars only is also not in the spirit of the game.

Luckily for me I own all the CTA minis in these parts and no-cheese allowed. It does seem like it's an issue in general however and just another point in the anti-FP argument.
In addition to a Point system, CTA should also go to a Field Allowance system like Warmachine has to avoid the cheese.
Running every single ship against every other single ship at the same PL .. that's what computer programs are for.
Plus that wouldn't do anything since at the ship.vs.ship level you wouldn't want the game completely balanced. What would be the point of that?
