Even as normal humans, Dredd and Batman are VERY hard to defeat. Sure they have been defeated by normal humans (eg Stan Lee) in straight combat, but they also have defeated numerous superhuman foes. Having their attributes and skills at very high levels, and being controlled by intelligent...

Normal humans can only have Hard to Kill up to level 5, and tough as Dredd is, he is only human. I would put down all the superhuman feats of strength and endurance to expenditure of Drama Points. People have done superhuman feats through sheer adrenaline in real life.
