Combat effect

"The Effect of an attack roll is always applied to the damage of a weapon ", however I can't find a definition as to what an " effect of an attack is?
I see you need 8+ with DM to hit.
I also note under armour " An attack with an Effect of 6 or more always inflicts at least one point of damage, regardless of the actual damage rolled for or the Armour score". I suspect effect has got something to you final to hit roll, but what exactly is it?

YUp every point over the 8 to hit adds one to the damage.
