No, the jump drive accesses different jump dimensions for the different jump ratings according to canon so that also has to be a factor.

Jump always takes a week as we reckon time in normal space regardless of real spacetime distance travelled, but I think you may be ont something with the passage through jumpspace - I would call it a pseudo-velocity though.
