Very true. It's one of the reasons why I'm not 100% in love with the PoD campaign. I grant you that there are whole subsectors of Trojan Reach where anything goes, but somewhere along the line the players are gonna have limitations placed on their feats of daring ne'er do well activities... fatal limitations.
But no Traveller Universe survives contact with Players or Referees. We all have our differing visions of what This Thing Of Ours is supposed to be. Your parsec mileage will vary.
The Pirates of Drinax is a sandbox style game where players are free to solve problems as they wish. The current game I am in has had very little "pirate" activity in it. A treasure ship disappeared (probably a misjump, those things happen sometimes), there was an attack on an Aslan convoy where an escort ship was destroyed after refusing to surrender, two traders looted and allowed to go on their way, and one trade ship and crew recruited to work for us, and one Glorious Empire trade ship stolen during an escape from slavery. That last ship was considered compensation for serviced (involuntarily) rendered. It was renamed The Paycheque and used to replace the Far Trader that had been boarded and stripped when my character and his crew were originally captured.
In addition, there have been a couple revolutions where we supplied weapons and supplies and provided minor combat assistance. The rest has all been political influence, expanded trade, and a bit of pirate suppression activity. PoD can be a pirate game or not as the players decide.
