Would it work and how?

Would a inheritance system like The Lugovallian Empires from The DS Game Infinite Space where any child of the title holder who wants a chance at the title is given a 2,000 Tons or so TL 15 Ship and 10 years to prove themselves worthy of the title/titles of 1 or both of their parents title/titles and it is the 1 that proves himself or herself most worthy of getting the title/titles of 1 or both of their parents that gets the title/titles 1 or both of their parents rather then the title/titles going only to the oldest work for a newly discovered race in Traveller?, which in the case of their current Emperor could even net the youngest of his 13 children The Title of Emperor?. But this is not by Super-Race

Wow that’s a hard block of text to even understand.
What your asking is could the title of emperor be passed to any one of his 13 children if they are given a ship and ten years to prove their worth?

Sure, why not, it’s as good a system as any, but what do the offspring need to do in order to prove worthiness? Make money, do good deeds, plant the most apple trees?

That's an approach found in a few classical fairy tales. It's a test of character, and the whole point is to NOT specify what "prove your worth" actually means. One child might build a mercenary army and conquer a few independent worlds. Another one will research and discover and work an scientific breakthroughs. A third one will do humanitarian work, build hospitals and use the ship for disaster relief. A forth one will go adventuring, rescue princesses, slay dragons and bring back exotic treasures. A fifth one will do something completely different...

And when they all come back, the wise king will decide which one of them is worth ruling, based on what they thought would make them worthy rulers (and, realistically, how good they were at it), based on what kind of ruler the kingdom needs.
