The writeup for Theev says, "possession of a weapon that can breach the environmental seals on the settlements is punishable by death," but doesn't actually elucidate on what can and cannot breach said seals.
Obviously, any kind of explosive, including hand grenades, is on the list. So is the entire "Heavy Weapons" section of the Central Supply Catalogue.
What else? Does it make more sense to categorize by type of weapon (no rifles) or by damage (nothing over 3D)?

However, the law level of Theev is 0. So which is it? Any weapon at all or no weapons at all? Kind of confusing. I've taken it to mean that the widows don't want to see you brandishing any large, menacing weapons or explosives but that they won't typically detain you and search you for them. If you have such weapons in your possession, they're not going to care unless you use them and cause a breach, in which case you just incurred the death penalty.

I allowed my players carry whatever they wanted on Theev but the Widows warm them that any breach would’ve dealt with swiftly. They stuck to using pistols and rifles in the fights they go into there.

Law 0 means no formal law enforcement. Maybe the take is that if someone takes a potentially destructive device out of the packaging, a lynch mob will enforce mob "justice".

I dont see it as confusing. There is no official law enforcement, but the widows enforce a certain set of rules. Just ask a widow, i.e. your ref, what weapons they should avoid. My answer is no projectile weapons other than those considered “weak” or that only have 2d damage, and no energy more powerful than a laser pistol. Your answer may be different.

How stout are the seals? Can you blow through with a pistol? (Even if you can, it would be a small hole, not catastrophic.) A snub pistol with a high explosive armor piercing round? (Again, small hole, if any.) A strategically placed thrust with an épée with a bonded superdense piercing tip? Using a pallet dolly loaded with barbells as a battering ram? A rifle? A water-cooled machine gun? A shoebox full of thermite? A bazooka? A backpack full of dynamite? A PGMP plasma gun? A vehicle plasma gun? A truck bomb? Or nothing short of a starship weapon?

Either a widow will answer that question, or she wont. Or she’ll unload on you with a gauss rifle for asking, because she really doesn’t care if she puts holes in the dome. Traveller is designed such that the ref makes a lot of these types of decisions, often on the fly. Given the lethality of the widows, I’d suggest better safe than sorry.

My Pirates of Drinax character carries an arc field weapon, with AP 30. Upon hearing the rule, she decided this qualified, and left it on the ship - then commented on the irony that her guns (stunners) were legal but her sword was not.
