Would I be right that if the player wishes to use leadership to give a boon, to another player then they must expend Significant Action not a minor.

Lending any kind of help tends be a major action of some kind by another Traveller. Just like in movies.

Depending on whether it's active or passive.

Rallying the troops is an active activity.

Basking in the afterglow of a leader's presence would be passive on his part.

I run it as a significant action with an average (8+) task or hasted as a minor action with a difficult (10+) task roll.
