Tech alternatives query

So if I wanted to play in a setting that had uplifted species, AI, bioroids and other biotech, as well as some hacking Ghost in the Shell style, what books should I get?

The Twilight Sector setting from Terra/Sol Games would be a good place to start.

Something like Transhuman Space, you mean? Or is that too hard science?

The new Traveller version of Mindjammer could work. It is a transhuman setting and should include at least some of the tropes you mentioned.

I'd second 'Mindjammer'.

Has pretty much what you're after covered.
