Babylon 5 Traveller - Telepaths

I apologize if this was asked already. I didn't see a search function to weed through the many post to the forums and the Rulesmasters.

In the Traveller B5 book, once you get a talent for telepathy, that's it. It says if you roll the talent again, instead on treating it like a skill and increasing form 0 to 1 to 2, etc, you instead +1 to Psi, Int, or End. The samples of Bester and Talia Winters even reflect this.

In the errata, there is no update to the Telepathy chapter.

That brings me to this. In the "Legacy of War" campaign in the Sign and Portents issue 64, Page 21, the character Seth Warner lists telepathic talents like skills: Blocking 3, Commuinication 2, Scanning 3, Sensing 2. Seth Warner follows more to the Traveller core rules than the B5 core rules. Which is correct?

I ask only because I intend to create a telepathic character and want to ensure I use the correct rules. I see advantages and disadvantages to either way.

I just say that if they roll the talent again they get another level in the skill instead of the +1 to PSI, INT or END.

If one reads the core rule book, Faith, when building a telepath one reads where one rolls for the P level after making certain decisions on certain building options available to telepaths.

Once the roll is made, then that is the fixed permanent P level. Exeprience allowed one to have their character become better at certain abilities but the P level remained the same. I can understand this permanent P level in that IF one were to be allowed to go up in P level with experience one could achieve a max P level which would when combined with other expertice skills make the character quite broken and far too powerful.

Having said the above, it is intresting to note that the GM may consider an increase in P level IF the character were to undergo some kind of physical alteration in much the same fashion as Lyta's P level was increased to an extremely high level by the Vorlons so she could in their mind be worthy of carrying a Vorlon around.

As to the travelers book I do not know how that works in it BUT the GM could always be asked to consider a DNA or operation by Psy Corps or Vorlons or whomever as the basis for a Telepath P level upgrade.
