Is the BF EVO: Modern book a complete ruleset or is it an expansion for a core system book?

Yes, it is a complete ruleset, not just the army lists. It gives everything that you need to play the game, bar the models; though there are numerous different places you can get hold of things from (some will be harder to get than others, depending on what scale you're using). But yes, good rules and an interesting system; pretty effective and easy to play and learn.

your best bet is use a smaller scale then their pre-paints. Not that there is anything wrong with them (i had a ton) its just you can get sometimes 3-4times the men for the same price as the BEvo boxes.
But if money is no object, they are nice minis (MGPs)

What scale are the prepaints - I cannot spot a mention on the website - Im loathe to go to 15mm for skirmish style games like this as most of my 15mm is multi based for a variety of other rulesets, so I was hoping to stay in the 20mm - 28mm range.

I have some and to me they look to be a 25mm "true scale" - I have some foundry old west and they look about the same height as long as you take them and mount them on round bases- thats what I did so they match more closely the wargames factory zombies (I have the zombie expansion for BF:Evo)
I just take the model base and all and glue it to a round base (mine are 40k bases)
