A Suggested last stand force

I am planning to run A Cal's Last Stand Scenario based on the idea that after he was defeated and captured he escaped and did so in such a way that his last stand could lure in and allow him to kill his enemies

It will have 2,800 credits of Cal's Retinue, with the option of East Meg Forces helping to weaken Megacity One from within before they invade, against 1,600 credits each of Judges, Street Punks and City-Death Squads, all with the option of Fattie, Sky Surfer and Mercenary help, and all heroes on both sides, even special 1's and promoted 1's, start at +2D2 levels and can purchase up to 4 more levels for 50 credits per level

Can I have suggestions for what would be balanced yet powerful forces. I'm in way over my head
