That said, I would probably allow a successful Brawn roll to twist the impaled weapon (and therefore cause extra damage) without removing it.

IMO the core rules should be completely separate from the setting supplements. The only rules stuff in supplements should be variations to the core rules that suit the supplements theme, e.g. Elric, Age Of Treason, Wraith Recon and so on. My understanding (though I have zero personal experience in the matter) is that it is easier to learn to use a crossbow competently. So you could perhaps add a bonus to the starting skill - say 10%.
