the skill is powerful, hence its restrictions on getting and increasing the skill. After all some one with JoT at 3 can make any skill roll they don't know with no unskilled penalty.

Incorrect. The ONLY time you get the skills at Level 0 is during basic training at the beginning of a career. For your First Term you get all the Service Skills at Level 0. Yes, of course you only use the DM's that apply to that world. In the Example Erik lands on a Desert World, so you would only use the DMs listed for Desert World and ignore the rest.

Which "Action Phase"? Look at the Order of Events on page 146, left column. Step 3. is the Combat Phase. Step 3b is when you declare actions such as Firing Weapons. For Mgt that makes sense and gives an edge to streamlined ships being able to land on more potential worlds. Otherwise, the extra cost of that hull isn't worth it. No. You'd just go around it. Why fly through it when you don't need to???? You don't always get the choice? Keep in mind every single aircraft that we have in existence or in history counts as Streamlined for Traveller.
