In some countries, use of a firearm during a robbery is an automatic death sentence, which is why the professionals use machetes.

I'm inclined to believe that radiation inducing weapon systems would be illegal for possession by a civilian; possibly only the use of such puts you in legal jeopardy.

Depends at what.

You'll want a high core attribute, like dexterity with a surgeon.

College graduation and some work experience, so skill level three.

And one or two levels in three or four associated skills.

It would be easier dispersed structure, and attach ungravitated modules if that's what the lab rats wanted. Or needed.

As regards to the fuel, in theory one in five of those squares should be designated as bunkerage, so floor or ceiling, because it's not walls.

You could invoke the digging yourself deeper gambit.

Persuade the dungeon master to permit one more final survival throw that supersedes the previous one, at a greater penalty and with much greater dire consequences for the character on failure, and even success has it's price.

It's very dependent on the local law level and cultural norms.

I would suspect that a twelve year old on a frontier world could get hold of a hunting rifle, no questions asked.
