Say rather, magazine cover dates were post-dated to several months after the actual date they hit the shelves, to maximize the time retailers would keep them on sale. So the October-dated Dragon probably appeared in June or July.

I'm fairly sure PARANOIA debuted at the 1984 Origins convention (Origins International Games Expo) in Dallas, Texas. I strongly recommend that you hunt down a copy of the 2006 rules supplement/mission collection Service, Service! It contains Dan Curtis Johnson's "The Lightbulb Mission," which covers exactly the subject you propose. As for how your mission may play out, I'll point you to Moto42's account from March...
