It depends on where you want to take your campaign from here. If your looking for a detailed city from which to launch some adventures (pirates) you might want to look at Messantia. I've got to agree with SlaugherJ. If I need a specific effect for a setting or campaign, I just do it and don't worry about having the perfect spell from the rulebook.
