I've always though that at least when it came to to the Earthforce ships there was at least a plausible progression in place (whether by accident or design on the developers parts...). Prior to the Minbari War they seem to rely primarily on a strong force of cruisers supported by a few dreadnoughts ...

I'm not entirely sure what you expect to come of this. As the game is no longer supported the stats aren't going to change, at least not officially. :? If you think that Shadow fighters are too weak then change them to something you think is better, there's even less stopping you from doing this now...

Ah ....Sounds like the Devastator mini had an interesting history and explains why a few of the other ships in the range have a cylon look.
