The game was dropped long ago. IIRC the army book values are correct, although there was an errata which changed some of the values and options. I no longer have a copy myself to check.

Make sure you test-fit everything first, some parts will need a bit of filing to fit snugly. I got away with just using superglue gel for everything (roughened the contact points with a file in the case of the Fed saucers and Klingon engine/wing parts). Not really, seems more like an OCL-era ship pulled put of the museum. Secondary hull doesn't work for me (to many "layers"), but I'm OK with the rest of it.

Also remember that ACTA:SF is based on Federation Commander rather than SFB, and in the case of Photon Torpedoes proximity warheads don't exist in that game either (among many other changes).

I'd consider dropping the Mobile Base, I think having a second station/sink on one side is what's unbalancing more than the way the rules work.

Yes, they just count as ships in this flavour of ACTA (in the B5 variety, bases couldn't be nominated in the movement phase but they didn't use Special Actions in that game).

As you're probably aware, the miniatures aren't being produced any more so you'll be limited to what you can pick up privately or scavenge from remainders in stores. I'd just ignore the Power Drain on one of the 2 actions if you chose two of them with that penalty, and just take it as the captain knowing how to push his ship and crew in an emergency (a "heroic moment" if you like), since it's once per game only.
