Effect is a measure of accuracy in terms of where you hit someone,

Can't see how it applies to lobbing a grenade through a window hoping it'll kill someone.

I might allow it for RAM and rifle grenades as these can actually hit someone and do additional damage that way.

Incidentally the book Revelation Space by Alistair Reynolds has the coolest ship's locker - it is basically a cupboard with an intelligent interface, a database of every weapon known to man and a 3D printer that will knock out the weapon you choose in a few minutes...

And rather than PCs automatically going for ACR's and static axes as giving best bang for the Cr1000 and TL12 weapon benefit limit why not give them a budget to customise any eligible weapon and allow any add-ons they dream up that sound feasible and within the cost and TL parameters?

Which should be available if you get a revolver built at TL 9 rather than TL4? With RAW there really is no reason to not use a automatics and semi-automatics even though we all know that revolvers and pump action are meant to be significantly more reliable. He Who Owns The Canon has his own version of Traveller which bizarrely convoluted and unplayable though it may be is not the source of the massive jump in freight costs between J5 and J6.

Having said this if you look at Mongoose adventures NPCs almost always have way more skills than they can get through regular chargen. In the Amuar adventure for instance you have a Marine lance-corporal who is 30 - that is 3 terms - but has 10 skill points and a Vargr pilot who at 23 is barely into...

I am constantly amazed at the scale of that campaign which seems way beyond a mere RPG's capacity to model. Plus if you've got to 1152 the Imperium no longer exists - a civil war started in 1116 and as a result of this an all-consuming Virus with a capital V was released and destroyed Imperial civil...
