The Collector excludes using hydrogen fuel because it uses a whole other mechanism to deliver to the jump drive. Not such a game changer. In terms of a Reaction Drive it's actually less about it being bigger than a Manoeuver Drive and more about it taking up more space. Stick with me for a second it will make sense. A reaction drive may not actually be bigger, but the space for it's rocket boosters will take up a whole lot more space ...

If we want to make them less appealing, put the same or similar restrictions on them as the Accumulators from the Annic Nova.

They required a Star in order to collect the power for Jumps (so no void charging) and depending on the type of star it could take up to 6 weeks for a full charge.

Seems pretty okay to me. At TL-18 you're decently beyond the regular range of what most Travellers will know about. Any CI that is encountered will not be something that will be easily comprehended by the characters, and if anything goes wrong with him it's unlikely that the travellers will be able ...

I'm also quite enjoying this section but something that I'm curious about in terms of the ability to decrease the size of Jump/Manoeuvre drives... Are they still limited by the minimum size requirement? For example if a 200 ton Craft was fitted with a Jump 2 Drive at TL-15 could it's size be reduced...

I don't think there are guidelines, but I think 1,000 tons is too small. At least on it's own. Even if the construction bay were fully automated you have the problem of component and material storage. Because they are basically giant rocket boosters that are attached to the craft, or taking up space in the ship. they need the space to generate and focus the reaction in order to drive the ship and have the mechanisms so that it can move the ship in the directions you want it to go
