No, it is not Armour Rending (which is a power in an upcoming supplement). It simply lowers armour by 4 points with respect to its own bite attack at the time of the strike- effectively ignoring 4 points of armour and making an armoured opponent easier to damage.

Well, point of note, d20 is only as crunchy as you want it to be, as EVERY rule is openly optional. I can see what you mean, but if taken as the spirit intended by the words, the power seems pretty clear to me. I am very sorry that I was so imprecise. Second, the two Darklords killed by Vasha is a note taken directly from the source material I had to work with and othe rnotes found along the way to researching the book.
