Like others said while Glorantha's rune rules aren't there anymore, other settings still have their own rules for rune casting. Simple way of including runes with existing magic rules (as a flavor) would be requirement that wizard has to draw the rune/runes or at least make rune's sign when he casts...

Definitely a new skill. Whether it should be Piloting or Piloting (Airship) depends on if you intend to introduce other types of flying machines. If all you will ever have is Airships then Piloting is fine. If you are planning on planes and helicopters then Piloting () is a better way to go. And if...

I would say that controlling an airship requires a new skill, but I would make the new skill similar with shiphandling (INT+CON) rather than with boating (STR+CON), because controlling aircraft probably requires more intelligence than physical strength. There were elemental stats in MRQII which is predecessor Legend. However when Legend version was written they removed creatures chapter from the book, so unfortunately currently none of the Legend books include elemental stats. I'm hoping that upcoming Monsters of Legend II book might include those ...

It sounds as if the rules for healing are a holdover from RQ, where player characters had general hit points as well as locational hit points. Go for "per location" as a rule. I mean, the character's body might be wounded in a number of locations, but the body's not just going to look at the abdome...

Sure, they are only guidelines. Poor and Outlaw got removed to place Adventurer Backgrounds inline with Legend Core Rulebook.
